He injected his report with the substance of other peoples works, displaying the power of 400+ pages that made people say, "Wow!", only to find out that there was only about 70 pages of production from his own investigation, and they were weak statistics at that. At least he didnt plagarize. that would have been the equivalent of Barry Bonds swearing he did not know he was receiving the clear/cream.
